im fairly certain the god pokemon is ment to be the strongest (not in terms of stats id have to reaserch that)

well maybe now days Kyogre is the best but I remember the days when Wobbuffet was the best
truthfully I think the best Pokemon right now is Lugia but i'm a fan of walls so i'm biased

Arceus have the highest stats of all Pokémon, but is severely handicapped in that it can only be a single type, and it doesn't have a proper ability in-battle, and can't hold a proper item either. Normal Arceus also usually just gets blasted to death by Breloom, and few of the other types are viable in Ubers.

If Mewtwo's new form gives him higher stats, then he's easily the strongest Pokémon in the game. He already has well balanced stats, a sick movepool that includes Aura Sphere and Me First, and Psychic-only is a decent typing actually, though Arceus doesn't have a good movepool or stat distribution to make it work properly.
