Well, technically it's considered a mammal (it's based off of mice)...Believe it or not, not all animals have set genders like mammals.
Slugs, for example, can change their gender based on their temperature
Most of those animals are truly hermaphroditic and their gender takes effect based on who impregnates who
Obviously Azurill is a hermaphroditic species who's gender isn't determined until after evolution
