It doesn't have to be a vector per say, sense I don't know much about it.
(Don't have the full version of photoshop to even try it...)

There are programs online that automatically make them for you, but they aren't perfect.

But sense it's a pixel it would be easier to make an insanely large version of the picture, then redraw it with a large block brush on another layer.

You shouldn't lose any quality if you make it small.
