From what I've played from the recent update, Mega Man feels a bit better. It's mostly a speed thing, Leaf Shield is faster, Down Smash has less Start-up, Forward and Back Air are slightly stronger. I think the Slide Kick is faster too, but I could be wrong.

I hope you can download it more than once. I want Mewtwo on the 3DS version, but also on the Wii U version and I'm sharing the Wii U (and Smash) with my brother, who possibly wants him on his 3DS as well.

I've been using a TON of Dr. Mario and G&W lately, I really like how G&W plays this time. Also, I get REALLY lucky with Judge. 9s all the time.

If Mewtwo's paid DLC I'm OK with that
But if you're restricting one of the main aspects of a game (A Character, in this scenario) because someone cant buy both versions because of money
Then it's a Pay-To-Win/Pay
But instead of 5 Dollars it's about $100 to buy both versions of the game alone
And "That's NO GOOD."
