1. The files discovered were all one AI most unlike the Ice Climbers, who were two different AI's in one.
2. Plusle and Minun would not have made sense in Smash.

That and there would've been better choices for a hoenn representative has me convinced it's not Plusle and Minun.

1. Who said Plusle Minun would have to work like the Ice Climbers by having a separate AI? It could very well have worked like Duck Hunt in Sm4sh with both the Dog and Duck being entirely player controlled.
2. Why not? Not only are they similar to an existing playable character(Pichu), feature a core mechanic of gen III(team battles) thus making them decent "representatives", they'd also appear in a series with (by now) 50+ characters, so there's a lot of leeway in terms of if you "make sense" for Smash or not.

If Sakurai thinks they'd work, they'd work. And if there's anything I've learned from character spec, it's that Sakurai's whims are entirely for the most part unpredictable.

Actually to be fair, if one WAS just copying the other, one would be the gist of "receive input" and the other would be "copy the other guy", which would still be two different AI's.

And I'm pretty sure he meant that Nana and Popo are separate files. "pra_mai" is only one, hinting heavily that it's only one character, and therefore, can't be Plusle/Minun.

Of course, all of this is just speculation and nobody knows for sure. *shrug*
