The technical answer as to why Gallade is male exclusive and Gardevoir isn't is simply because Male Gardevoir came first. Gallade didn't exist until the next generation, and they aren't going to exterminate a gender of a species to retroactively fix it. This is also the reason why you need a stone to evolve into Gallade.

If they came out at the same time, I'm almost positive Gardevoir would be female exclusive.

My gripe is that he doesn't even look like a typical Indian.
