Rosalina definitely takes priority over Waluigi, as she has actually appeared in multiple mainline Mario games. Agreed that Bowser Jr. is the likeliest mainline Mario newcomer, though I'd rather have Rosalina, personally.
While I will be the first to profess to a distinct bias in this matter, for my money any time you have to decide between bulking up an existing franchise or bringing in a new one the new franchise should take precedence. As many fans as possible deserve to see their favorite Nintendo franchise represented in Smash.

Ah, I get it.
From a Japan point of view, I think that Starfy would get Starfy plus an Assist Trophy.
And a stage. And some trophies and stickers, as all the other series do.
But relatively less than some other franchises.

Honestly, I think that there are more important characters to add at the moment than Starfy.
Is Starfy a top 10 most requested character? Has he had a game in the past few years (1-3 yrs)?
There are just other characters that will be included before Starfy I'm afraid.
Although I would love to see him.
