The only necessary change would be his Final Smash, which should be PK Love.

What about Pichu's up smash?
Ganondorf in Brawl has jab,tilts,up smash,side special,etc,and he is still considered a clone.
Characters like Lucas and Wolf are semi-clones,completely unique except for some specials.

No, but the reference is there. I'm not sure what else you would use as a basis for his moveset, seeing as there's quite of lack of combat visuals in the Mother series.

The animations to PK Love in Mother 3 do form different light blue shapes that look eerily similar to the ones that Lucas produce in most of his A moves. It's definitely PK Love.

Its pretty obvious that is what was intended to be, i mean, hal laboratory developed both games...

It doesn't have to be anything, it's likely not intended to be anything specific from the game just like Ness's unnamed PSI. PK Love may have inspired it, but that doesn't make it confirmed to PK Love and the design can be inspired by many things.

Logically? Wario. He hasn't been established as a Smash regular.

Personally? Yoshi. I like Wario as a character more, and I think Yoshi could fit in other roles if he had to.
