Huh...I didn't know you could simply turn around while on the ground. I mean it's not like reverse falcon punch is something new...it's been there since melee..but before, you had to jump. Still doesn't make up for the watered-down new CF.

IMO, quite the contrary. Since the big thing about Falcon with the RFP, everyone is going to expect you to use it as much as possible. It is only slightly more useful than normal punch, as long as it is used sparingly. Much like Counter moves (Marth, Ike, Lucario), the less you use it, the more effective it will be in the long run.
