Refreshing Your Moveset

I've been playing Brawl since the release and I know about "stale" and "fresh" moves but I never exactly figured out mathematically how this works.

When exactly does a move go stale? (meaning it has reached the bottom of its effectiveness on a stock) I've heard after 7 uses.

Is there a way with Marth to REFRESH your move set during a stock? I have heard that the Dancing Blade does this (in pierces MK guide)

Are there any other characters that can do this?

When a move goes "stale" is there anything that changes besides the amount of percent given? Knockback gets decreased I hink but i'm not 100% sure.

Knockback and damage both get decreased whenever a move hits. If you miss or hit a shield its not diminished.

Also Im pretty sure theres a thread on this somewhere already.

To my knowledge, there's a unseen list of all of the last 10 connecting moves(not sure if hitting their shield counts) The attacks could hit objects to go into the list, too(castle siege statues.) The more times a move is on said list is the worse it gets diminished by.

A move goes stale when you hit your opponent with it. If you continuously hit with the move over and over again (such as Sheik's ftilt lock), it gets weaker in both % and knock back.

When you hit with a move, it is entered into a decay list. The more times the move is entered into the list, the staler it gets. The decay list has 7 slots, so the move can not get weaker after seven consecutive hits. To refresh this move, you have to hit with a different move. When you hit with this different move, that move gets added to the decay list, and the oldest move on the decay list is erased.

For example: if you hit with Marth's down tilt seven times in a row, it will be fully decayed since it will take up the whole decay list. Then, the next move you hit with is a forward smash. The forward smash is added to the decay list, and one down tilt is taken off.
