yes uair does go through all of snakes aerials. Including dair and bair. You just have to space it right so you hit with the tip of it. If you get hit you are not spacing it right.

there's always Melee Boards on SWF for people who don't like Brawl

Even if Snake has some better priority, which I'm not sure of, you shouldn't be afraid to chase him into the air. Snake is SLOW in the air and you can outmaneuver and punish him.
