I. Who/What/Where ?

On the occasion of "Octobre Numérique", a festival dedicated to digital technologies taking place every year at Arles, the municipality of Arles has asked the association “PxL Lan” to organize some tournaments at "la Grande Halle des Ateliers" !
The venue is 65 000 sq feet (6000 m²) and has the largest giant screen in Europe !
This year, PxL Lan has invited us to take part in this great event. Therefore, in addition to the CSS, CS 1.6, SC 2 and TF 2 tournaments, SSBM and SSBB tournaments will also be taking place ! Both Singles and Doubles finals will be broadcast on the giant screen !
II. Registration and participation fee
A participation fee of 35€ has been asked.
The distribution has not been clearly fixed yet.
No attendance limit !
III. Schedule
Friday :
*6 pm : Doors open
Saturday :
*10 am : Singles pools start
*??h?? : Singles matches are played up to grand finals. Then we wait for the giant screen to be available for the grand finals to begin.
*6 pm : Doubles starts
*??h?? : After one or two bracket rounds, doubles will be stopped for the day.
*Evening : Crew / Low Tier / Exhibition matches on the giant screen / something else
Sunday :
*10 am : Doubles resumes
*3 pm : End of doubles
*5 pm : Venue closes
IV. Ruleset
MELEE :
General rules :
• No items
• 4 stocks
• Time limit : 8 minutes
• If a match reaches the time limit, the winner is the player with the most stocks or the lowest percentage if stocks are equals. If both have the same stocks and percentages, a 1 stock match will be played on the same level with the same characters.
• DSR applied : if the loser choses a stage on which he's already won during the set, his opponent can refuse to play on this stage.
• PSR applied : Stage and character picking must be chosen rapidly.
• Stalling is banned (includes Peach Bomber, Rising Pound and the use of infinite sleep from Jiggly). Using the edge's invincibility against time is also forbidden.
• The use of modified controllers in order to help the player and the use of glitches forbidding the opponent to control his character are forbidden.
• Stage banning, stage striking, advance slob picks and double blind picks will be used.
• Wobbling is banned.
• In case of an argument, the controller's port number will be played at rock-paper-sissors.
• Metaknight is banned.
During a set :
1. Players choose their characters. A referee may be asked for.
2. The stage of the first match is chosen either by random or stage strike. If both players agree for random, it's random. If at least 1 player doesn't agree with random, then it will be stage striking.
3. At the end of the first match, the winner states on what stage he doesn't want to play for the whole set.
4. The loser states on what stage he wants to play.
5. The winner picks his character.
6. The loser picks his character.
7. The match is played.
8. At the end of the match, if the set is not finished, steps 3 to 7 are repeated until the end of the set.
Doubles-specific rules :
• Friendly Fire is on.
• Players can steal stocks to their partner.
Pools :
• All general rules apply.
• Sets will be best of 3.
• Results will define who advances to brackets and who faces who.
• Results in a pool will be calculated as such :
1. a set's win/loss ratio.
2. a match's win/loss ratio.
3. results between 2 equal players.
Brackets :
• All general rules apply.
• Brackets will be double elimination.
• Most of the bracket will be played in best of 5. According to the available time, some sets will be played in best of 3 or best of 7.

BRAWL :
General rules :
• Best of 5.
• Eight (8) minute time limit.
• All items off.
• "No tripping" code ON.
• If time runs out during a match, Sudden Death will never be played. Use the following rules instead:
o If one player has more stock remaining than the other, the victor will be the player with the most stock.
o If the stock count is tied, then the player with the lowest damage percent wins the round.
o If Sudden Death is forced by one player using a "suicide" move (Kirby/Dedede Swallow, Ganondorf Flame Choke, Bowser Bomb, Wario Bite, etc.), then whoever initiated the suicide move wins the game.
o If both the percent and stock are tied at the end of a match, a one (1) stock, two (2) minute match will be played. This match must be played on the same level as the game prior and with the same characters. Whoever wins this 1-stock playoff wins the game.
• Metaknight's Infinite Cape glitch is banned.
• Any action that can prevent the game from continuing (i.e., freezing, disappearing characters, game reset, etc.) will result in a forfeit of that match for the player that initiated the action. You are responsible for knowing your own character, and must be wary about accidentally triggering one of these effects.
• Stalling is banned. Stalling: The act of deliberately avoiding any and all conflict so that one may make the game unplayable. Any infinite chain grabs must end quickly after 300% has been reached so as to prevent excessive stalling. No player must grab the ledge more than 40 times in a game, with the exception of a player using the Ice Climbers, for whom the limit is raised to 60 ledge grabs. If, and only if, the timer runs out and either player has exceeded the total ledge grabs, they lose the game, regardless of stocks and percents. If both players exceed the ledge-grab limit, then the usual time-out rules will apply.
1. The first match of a game must be played on a Neutral Stage:
• Battlefield
• Final Destination
• Pokemon Stadium (Melee)
• Smashville
• Yoshi's Island
2. Stage striking will be used to select the first stage. Each player banned two neutral stages until he're left with a single. The 1st match will be played on it.
3. The loser of the first game will then ask the winner to ban a stage. They must do so, or their counterpick is invalidated.The loser may then choose a stage for the second round. This process is repeated for game 3, if necessary.
4. When choosing a stage, you may pick any Neutral stage, or any of the counter pick stages listed:
• Battleship Halberd
• Brinstar
• Castle Siege
• Delfino Plaza
• Frigate Orpheon
• Lylat Cruise
5. Any map may be played as long as BOTH players agree to it.
6. You may NOT pick a stage that you have already won on for your counter-pick unless your opponent agrees.
• If the winning player fails to announce their change in character exit out of that game immediately.
• The game will still be played on the same stage.
• The winner from the previous is now locked into their character.
• The loser from the previous match may now reselect their character.
• King Dedede must dash before re-grabbing an opponent after a down-throw, unless the situation would allow King Dedede to regrab his opponent because of a facet of the stage, as in the case of a wall infinite.
• Infinite grabs (aside from the earlier mentioned situation with King Dedede), jab locks, laser locks, suicides, wall infinites, etc. are not banned. Do not dispute a match that you lost to the above tactics.
Doubles :
Same rules as singles, plus :
• Stock sharing is allowed
• Friendly Fire ON
• 2v1 infinites are allowed (be it grab releases or anything of the like), but they must stop before the opponent reaches 300%.
Pools :
• All general rules apply.
• Sets will be best of 3.
• Results will define who advances to brackets and who faces who.
• Results in a pool will be calculated as such :

V. Food and Housing
Food : Both meals and drinks can be bought at the refreshment bar. I have no information regarding the surrounding area, so for the moment I don’t know if there is a supermarket or anything nearby.
Housing : The venue is 65 000 sq feet so there should be enough space for everyone to sleep there.
VI.Transport
Ryanair flies to Montpellier, Nimes and Marseille (the nearest cities)
From there, you can take a train and stop at the station of Arles, where a shuttle service can bring you to the venue.
If you come by car, you must take the A9 and A54 freeways.
VII. Random information
Bring Your Own Controller !! Also, try to avoid bringing Wavebirds due to interference issues.
Both drugs and alcohol are forbidden ! Those who do not follow this rule will be excluded without reimbursement
