But seriously, no idea. It's all up to speculation, could mean anything.

While it's a long shot, I think it may have to do with the way characters are numbered in Brawl (and by extension PM). By looking in the file Common 5.pac, you can see the character portrait data. This normally wouldn't be important, but if you look closely at the very last number...

That's right, the next number (if you go by character index order) would indeed be the number 47. Exactly what this means for Ridley however is debatable.

I wouldnt be surprised if Slippy and Ike Climbers were features like Gige Bowser. For those thinking that slippy is his own characcter... its a skin for fox obviously. SH double lasers, the jab animation/combo, and the d-air after he got killed by wolf are indicative of that (may want to slow the video down to see it). And the character #47 thing is interesting but I'm doubting that its actually ridley...
