Good to see. I'll be watching. I hate that I never see PM streams because it's all I really play.

Is PM restricted from being in tournaments by Nintendo? If so, to what extent?

Afaik I don't think Nintendo actually cares considering there are still some decently large tourneys hosting PM. I believe it's just an issue of TOs wanting sponsors and PM limits that. That's somewhat along the lines of what Juggleguy said. As for EVO they only ever do host official/larger games, anything else is pushed off to a side-tournament (i.e PM, obscure Anime Fighters, indies, etc.)

This is definitely something of a necro, but are there any details on this yet? Apart from the sign-up doc a couple weeks ago, it's been surprisingly silent as far as attendance, or even the date/time of the event goes.

To be fair, P:M is frowned upon by Nintendo, but not to an extreme level.

They banned discussion of PM in Miiverse chats, and saying the abbreviation PM results in a ban, apparently, which is stupid, because it also means "private message".

Any P:M tournaments are not seen as official by Nintendo.
