Priority Quirks

We all know that if a high pririty move will beat a low priority move, but some moves are like rock, paper, scissors. For example:
Peach's Peach Bomber beats Falcon's Raptor Boost,
Ganondorf's Gerudo Dragon beats Peach's Peach Bomber, and
Falcon's Raptor Boost beats Ganondorf's Gerudo Dragon.
Why do I get these results when I execute these attacks simultaneously?
