Captain Falcon is bad because of his lack of a projectile, and the fact the he's lost a lot of power on his knee. In a sense, it's hard for him to get the kill, and it's hard for him to approach. Pokemon Trainer requires a lot of technical skill to be able to use all three pokemon effectively within the same battle. Switching takes a lot of time, and more people would rather edgeguard than switch. But I'd never go so far as to say PT sucks. He's pretty good actually.

Captain Falcon's attacks are not fast enough for their short range, and his non kill moves are now
surprisingly slow and weak. He has very few reliable kill moves, his knee has been weakened and even
made harder to hit with.

Poketore is... hard.

He's not that hard, just instead of practising and getting good with a character, you have to do so with three. (Or at least learn some skills to switch to the one you are good at.)

Pokemon Trainer is the single-most difficult character to learn in the game. Beyond simply learning the three characters, you need to learn how to make openings so that you can switch twice per stock. To be effective, you must start with Squirtle and end with Charzard on every stock, and finding opennings in a competitive match is extremely difficult.

Once someone masters the switch (or if someone masters it to be more accurate) he'll be a much better character, having the best qualities of each different type of fighter.

Captain Falcon is simply underestimated in my opinion, because he seems significantly better than Gannondorf speed-wise and has some good attacks. I think he was over-nerfed, always previously a great, easy to pick up character, but will probably end up in the lower-middle tiers after people stop complaining about how nerfed he was and stop assuming he is the worst character in the game.
