I'm gonna assume Manaphy and Shaymin aren't as... 'mystical'.

Think about this: Jirachi is supposed to grant wishes and is only found once every 1000 years. Celebi can time travel.

Manaphy... does nothing noteworthy. Shaymin can make huge fields of flowers, but he's Grass-type.
