No, I do believe he's saying that the argument of not using Manectric due to frailty is null, just because he already has a Raichu on his team. If he were to argue frailty, he'd basically have to use an entire team of bulky Electric-types to make that argument.

You can, but I'd would probably have to ask you to make badges for everyone who can't since it would be kinda weird / unfair for only one or a couple gym leaders to have gym badges.
