Pokemon+: Balancing a broken game?

I mostly created this topic because I'm tired of seeing my favorite Pokemon (Psyduck, Aipom, Squirtle, just to name a few) absolutely useless. We have 149 NU and 220 NFE, why not simply improve these Pokemon's movesets and abilities.
The current state of Pokemon is basically the same as Brawl was in, with the majority of Pokemon never being used. Instead of using only 2/40 or 5% of the characters(Snake and Metaknight), Pokemon is seeing 56/493, 11%. I know it's not as bad as Brawl was but 11% is still failing IMO.

How about we completely reinvent those useless Pokemon such as Magikarp with crazy combinations such as "No Guard" and Sheer Cold?

Give Charmander an insane movepool better than Charizards to make up for its crappy stats.

This is exactly what Smash Bros is doing right now, so why not use hacking to balance Pokemon?

Apparently Smogon won't hear of it, so I'm going to SmashBoards, the community that created Brawl+. This is the audience which appreciates the power of balancing a competitive game.

There's a reason NFEs are where they are.
He's asking if we can balance them in a hack, like Brawl+ and Balanced Brawl attempts to do.

@It's a forum: I think it's a gross understatement to say that ONLY OU Pokemon are used in standard play. Shedinja often gets comedy mentions on Ubers teams, because of the relative lack of damaging weather conditions and the fact that certain Ubers (aka. Kyogre) can't hit the Bug/Ghost at all. Plus, it has Trick to completely ruin Wobbuffet. Even NFEs get a job - Snover's the only Pokemon below BL that can set up permanent weather, for example. Golduck can neutralise the weather, too.

There's no way we can simply change a moveset of an NFE to make it more balanced. All you have to do is evolve them to get a Pokemon with the same moves and better stats to use them with. And there'd be no point in evolving them at all if we change both the stats AND the movepool...

tl:dr - Lots of NU and NFE Pokemon will have redeeming qualities. Don't hyperbole.

Why would we buff up Squirtle when we can just use Blastoise, which is a buffed up Squirtle? You might as well just replace the sprites.

PokeSAV is amazing. When else can you use a Magikarp? I'm just curious if there's other people who would enjoy using NFE.

The only way to do what you are saying is to give NFE pokemon a move all their own that would somehow bipass the superior stats of the evolutionary forms.

Could a game like Pokemon survive if it were absolutely balanced?
Well, maybe, but the idea of Pokemon evolutions is that the evolved Pokemon are generally tougher.
