Was this in Melee? I honestl can't remember. I know you could dash-dance PK fire in Melee, but in Brawl, you seem to go a lot further than I remember.
For some reason, you can actually hold PK fire for longer than a normal stutter step or pivot would allow you and then instantly turn around and PK Fire without having to sit through the turning animation from the run. However, if you run for too long, then the normal turn will happen.
It's weird. I havn't noticed it with other characters quite as much. Sorry if this is old.
It goes about the same distance as a wavedash did in Melee. Kind of like wavedash backwards to PK fire, only it's faster and easier.
You just run backwards and then PK fire in the opposite direction.
