I'm not sure if this has already been found, and I could be wrong about this but I was playing a lvl 9 Bowser for no particular reason trying (unsuccessfully) to Arrow Loop, and then I just started trying to chain f-throws together. It worked at 0% until like 30-40 but I'm not sure if this is really a chain grab or not. It seems like someone would have already found this by now. I'm probably wrong but just wondering

I've found that this works on some unsuspecting individuals for like 3 grabs from 0%. Only works on some characters, and it all really depends on DI.

You can chain grab at really low %, but it's nothing like Falco's. It's more of a situational thing that you can slip in sometimes.

get a wall and it works really well on quite a few characters (mostly larger/heavier ones). i know charizard and ike can be wall chained til around 90-ish, fun times.

It works better against large opponents, while the smaller ones can escape. It's more like a Semi-chaingrab. I prefer to do it when the enemy is at 0% first, for Pit wont be able to do it when the Throw knocks them out, somewhere at 50-60% line.
You can use D-throw after this and U-air after that, which would be a good Pit combo (Against large opponents)
Ppl can DI outta this but it just works best against large opponents. The amount of times you can F-throw varies.
Ex: I could do 5 F-throws on a DK before doing D-throw to a U-air, while Diddy can DI outta it and limit it to about 2 F-throws. Actually any1 can DI it, but large chars have difficulties avoiding it.

Not a chaingrab in any sense except for walls, but it is hard to escape. It is possible for Bowser to escape it from 0%.
