BTW, was it mentioned that tiers are based first and foremost on tournament results? That takes priority over character potential, anyway, so in the end, character aptitude may mean nothing if no one decides to play that character.
People play characters that are good, because characters that are good win tournaments. I see what you're trying to say, but if you hate the tier system, why are you posting in a discussion about tiers?
To answer the original post, WE DONT KNOW. The game's not even OUT yet, geez. Yes Pikachu appears to have been buffed, but lots of characters have been buffed also, and there is a whole score of new characters to consider. I'd tend to think that because Pikachu is better in Brawl than he was in Melee (apparently) that he would end up as a higher tier.
So you know, there are quite a few players out there that wanted to play Pika (myself included), but had a difficult time adjusting after he owned so much in Smash 64. The new Pikachu was much harder to master in Melee, so many people gave up and started looking at higher-tier characters that were easier to use. If Pikachu really indeed is better than he was in Melee, people will realize this, and more will play as him.
Pikachu is a lousy character with mediocre combos and no decent KO moves.

I knew what you meant Fawriel. Though you could have been a little more clear, most people (especially the type that don't read beyond the first sentence of a post) would mistake your words for blasphemy against the yellow marvel.
Pika is one of my mains in Melee, and I intend to use him in Brawl as well. Very few good players play as Pika (in Melee at least), so its hard to get a grasp for how good he can be. For a while I also shrugged him off as not very good, even though he was my main in Smash64 and I wanted to use him in Melee. Eventually though, with lots of practice, I was able to compete with my friends' high-tier characters
quite well.
To truly answer your question, you are welcome to play me sometime on WiFi or something, and I will be happy to prove that statement wrong for you.
