Unless you weren't locked into Surf, and instead, say, any move BUT Surf.
Factoring in how common specs is and the common-ness of Surf, and the chance they'll actually SELECT surf...

There's like a 3% chance ScarfTar isn't a reliable Latias counter.

That's small enough of a percentile to say that ScarfTar hard countered Latias reliably.

Cool, Blissey gets Tricked while Latias still throws off random Draco Meteors.

Trick doesnt stop Blissey from 100% beating Latias lol. It can throw out as many Draco Meteors as it wants, Blissey still comes in with impunity. Even more, a non-boosted Latias is alot less threatening to everything in general.
