Quake Live. It's free. It's fast--probably as fast as melee, and it makes you THINK. It's a lot about position, control and whatnot. Not sure if it would help with advanced tech skills, but it does increase your reaction time, and thinking speed. It's the only game I can suggest that isn't a console game and is just a PC game--and it's free. Not sure I can think of anything better than that.

Plus, not sure if anyone knows this but they have their own techs in the game like plasma wall running, rocket jumping, strafe jumping, circle jumping, etc. It has its own momentum quirks that makes it memorable and unique--a wonderful quality that melee has that sets itself apart from other traditional 2d fighters the same way that quake sets itself apart from typical FPS.

Just watch a pro quake live match to get an idea. I promise you it would take at least a year to get that nasty.

A quick note to add, I found that playing fps's online hone your reaction time more than smash does. Because when you get in a conflict you have react quickly enough and pull the trigger first or you just die. I notice because when I played smash tonight my reactions were way better.
