Is it simply broadcasting that can't be done at EVO, or is the game not allowed to be recorded at all?

Does this indicate that we might be able to record all the major matches that happen, so long as they aren't broadcast live? Or does this only indicate that we can take personal videos, and we aren't allowed to upload them?
As someone who followed Brawl during MLG, I can say that there's a very noticeable difference between no livestream, and no recorded matches what-so-ever. If we can't have a livestream, are we able to archive the matches, at least?
