You're not the only one. I personally like a good number of characters from Fates as well.Personally I really liked most of Fates' characters.
I don't know if I'm extremely forgiving or I have low expectations.
I actually liked most of the Birthright cast, with my favorite characters from that route including Takumi, Shiro, Kaden, Oboro, Hinata, Saizo, Kagero, Hinoka, Azama, Setsuna, and Sakura come to mind. For Conquest, I also had a number of characters I liked there such as Support!Xander, Laslow, Niles, Arthur, Benny, Charlotte, and Ignatius.
I think the reason why Kaze doesn't have a boss conversation with Kotaro compared to his brother is because Kaze does not seem to be as affected by his father's death as much as Saizo did. Kaze mentions in his A-support with his brother that only Saizo continued to seek revenge against his father's death, whereas everyone from Igasato including Kaze gave up hope.Imagine if that also spread out to Birthright and Conquest and if you had Subaki face Selena in Birthright or vice-versa in Conquest, Selena would comment to him about him being the "perfect" Pegasus Knight. Silas tried to comment to Xander alongside Corrin in Chapter 12 Birthright. How about if Silas also had a fight conversation with him in that chapter? Effie and Hana in Conquest Chapter 22? Hinoka to Camilla in Chapter 13 Birthright? Takumi to Leo in Chapter 18 Birthright? Beruka to Oboro in Conquest? It's surprising how Kaze didn't have a chat with the one ninja guy like Saizo did.
But yeah, I agree that there were plenty of missed opportunities for special boss dialogues in Fates. I remember anticipating a in-battle dialogue between Silas and Xander in Birthright Chapter 12, especially after Xander straight up silences and ignores Silas's plea with the statement, "Your words mean nothing, traitor!" I remember reacting with "Oh snap" and wanting to see how Silas would take it should he fight Xander... but then it turned out he had no special dialogue.
Heck, I think Silas could've had dialogue with all of the Nohrian royals in Birthright just like how Azura has special in-battle dialogue with all the Hoshidan royals in Conquest. Camilla and Silas's supports imply Silas has known her since he was a child, so I'm guessing Silas also knew each of the Nohrian royals for a long time as well. If Silas had dialogue with all of the Nohrian royals in Birthright, I think that would've helped him feel more relevant to the plot.
And with the others, it really is quite odd that Hinoka didn't have any battle dialogue with Camilla in Birthright Chapter 13 but the other way around existed in Conquest Chapter 11. A Takumi and Leo exchange during the battle in Birthright Chapter 18 would've been great as well, especially after the fierce exchange the two engaged in before Leo used his magic to poison the swamp. The Beruka and Oboro conversation was a missed opportunity as well, though I'd say it could've also fit in Birthright as well.
Lucina did have some in-game boss dialogue with Validar in Chapter 23 and Grima during the Endgame.Awakening also did them poorly(Chrom, Robin and Say'ri were the only ones who had them, hell, not even Lucina had any afaik)

You know, with all this discussion about missed opportunity for certain in-battle dialogues in Fates, I'd thought I'd share a few in-battle dialogues in Fates I came up with.
Here's my idea how the Hinoka vs Camilla battle conversation would've looked like in Birthright Chapter 13:
Camilla: You... You are the object of my every scorn.
Hinoka: And why is that?
Camilla: You stole my precious Corrin from me! He/she was my brother/sister, and you took him/her away. You even have the nerve to proclaim he/she is your "rightful" sibling!
Hinoka: EXCUSE ME?! You and your father are the ones that stole Corrin from ME! Corrin is not your brother/sister. He/she was born in Hoshido and therefore belongs to US. Can't you see it's you and your family that's at fault here?
Camilla: ...My, my, you have the same angry expression that Corrin has. Is this your way of convincing me that you really are related to Corrin? I don't care, because I'm going to cut every inch of your face once I defeat you so that there is zero proof you are "related" to Corrin.
Hinoka: I can't believe it. You are even more insane than I thought when you threatened to kill Corrin.
Camilla: You can insult me all night long, but that doesn't change the fact you are about to die.
Hinoka: We'll see about that. I have trained my entire life to bring Corrin back. Now that Corrin has finally returned to our side for good, I will make sure he/she will never fall into your hands again. If I die fighting to protect my brother/sister, so be it!
Hinoka: And why is that?

Another battle conversation idea I came up with: Silas vs Xander in Birthright Chapter 12

Silas: ... *Silas reacts with his saddened facial expression*
Xander: You were sent to Fort Jinya to seize it, but you failed. Then, rather than returning home when you had the chance, you chose to betray Nohr and join forces with Corrin.
Silas: Milord, you know well what King Garon would have done to me if I returned. Moreover, I believe Corrin knows the true path to peace, and it is thanks to him/her I have realized that King Garon is a madman and the true instigator of this war. He must be stopped!
Xander: You DARE question my father?
Silas: I am only speaking the truth!
Xander: It seems that even you have been brainwashed by Corrin and the Hoshidans.
Silas: Milord, are you blind to the truth? Are you not aware of what Garon did in the Hoshidan capital? He wanted the conflict to escalate into the full-blown war it is now. He doesn't care about Nohr's future. All he wants is destruction and nothing else.
Xander: So now you question my father AND me? That settles it then. Nohr has zero tolerance for traitors. This very theatre will be the location of your execution for all to see. Your death will serve as a reminder to all those that have the audacity to betray Nohr!
