Yes and no.

They're initially made on the spot, but I've now acquired so many that I generally have applicable ones on hand. So there's a fair bit of reuse.

Far as I can recall I've only made one explicitly in advance, Fairly certain it remains unused to this day.

It is indeed the Medic who ends up with the lowest Luck towards the end, with 35 Luck at level 99. Ronin is 3 points better off at 38, followed by the Highlander at 39.
Ronin starts off with the worse Luck, though, but as you progress through the game she pulls ahead of the Medic.

"Get as much damage done" is their motto, going to try go for Chain Dance on Pump for them to survive

Second set:
Alucard(DH)/SegaNinte(Beast)
Praline(Alchemist)/Bananija(Hexer)/Qrow(Medic)
The goal here is two things: first, Hexer+DH because **** balance; second, Hit Taker Beast+Medic because **** your balance again. Praline is there fo some constant damage
