(if you havent finished up the nopon murals do it before chapter 8 or else the npc wont spawn after a speciic point, heres hoping that'll get fixed soon) and its part of a chain

You are missing one part at Morytha, go back where there was a problem with the electricity, use your blades to power it up. Go into the next room and kill a monster named Relic-Holder Tyrannor, after that, you will get the final part and the NPC will apparear.

But there's also how Bardock gets a lot of focus lately.

As for Broly, well, the only real clue towards him is the Family Kamehameha being in the game.
