The industry is. . .really dumb in the way it tries to fake not being racist in other ways, too.
On the occasions they do try to cast minority characters in roles for "equality bux," most of them end up with either no characterization or awful characterization. This even extends to women, it's rare to see anyone that isn't a white guy having anything resembling an actual personality, half the time they don't even have agency and when they do they're usually cardboard while the white guys are allowed to actually have a personality.
And then of course they blame their complete refusal or perhaps inability to actually be competent writers on the minority status and go right back to white guys. Or they just keep shoehorning in minorities they're too bigoted to actually write.
The cartoon industry has even less of an excuse, they can draw them however they want and even hire a voice actor that looks nothing like the character if they feel it's necessary. But prior to the current wave of arc-based cartoons, most shows you'd see would have minority characters -surprise, surprise- have bit parts and almost no personality. And they always seemed to have more detail in the way they were drawn than the white characters, too. That's pretty much what happens when animals are drawn in anime, which leads me to believe that they were relying much harder on references than with white characters and thus aren't sure how to draw a person if they're a different race than they are. That's. . .really, really bad.
