Let's do this.
First of all, Gaston is a misogynistic man child with a cult of personality that was willing to send a helpless old man to an insane asylum (which in the days of 1700s France, was essentially sending him to his death) and murder a clearly sapient creature in an attempt to have Belle for himself. Dangerously entitled and holds a lot of sway. Yeah, he's funny, but anyone who seriously considers him misunderstood needs some serious help.
While funny, I would move Cruella and Hook upward a smidge. Keep in mind Hook casually murdered one of his crew members and Cruella literally wanted to perform mass puppy genocide.
I'd put Kaa midway up the middle line. He's scary by virtue of acting on animal instinct and having hypnotism/a detachable jaw, but morally he's just a wild animal looking for food. Protagonist just isn't on the menu.
Keep in mind Clayton wanted to exploit (and ended up murdering) an endangered species. "Misunderstood" my ***. Glad he hanged himself. That ****.
I actually understand Maleficent being where she is, but it's a matter of interpretation. Back in those days, being excluded from the royal christening was a BIG deal. As an audience we don't know what previous interactions the royals had with Maleficent, so we don't know if it's justified. But at the same time, proclaiming yourself the Mistress of All Evil doesn't help one's case.
Gothel should be much higher up. She kidnapped the then-infant princess and psychologically abused her for eighteen years and attempted to murder the only outside connection she had.
Jafar isn't misunderstood. Yeah, he sees being the Royal Vizier as beneath him, but that's just as much his arrogance as the Sultan's ineptitude.
Reminder that Hans attempted double regicide on a trade partner nation in an attempt to usurp its throne. Reminder that executing him would have been more than justified.
Ursula being seen as misunderstood is a growing belief, but I...can't see it. The main argument is that she never dupes Ariel and it was the latter's fault for signing her contract...forgetting, of course, that Ariel is a minor so the contract likely isn't legally binding anyway (unless Triton just really needs to get his **** together and fix that policy). And the fact that she tried to usurp Triton's throne and lay waste to the entire ocean, killing all but the most landlocked of nations.
tl;dr: No, you can't attempt regicide and then say you were just misunderstood.
