If Isaac isn't the only character that's dead then he could potentially be the only character that is killed or sacrifices his life somehow. Or even the only character to die in the course of events in his games without any timeskips.

But there is a big difference between Ukraine which is a pretty poor country, and Germany who is one of the most powerful nations in Europe. Not to mention that Germany is vital to most of Europe's economy so if Russia did pull something, they'd be fighting most of Europe. I imagine the US, Canada and Australia would have major objections as well.
