They really are just trying to play it safe by having just Sonic be playable for now, Takashi Iizuka basically even said it in an interview at Summer of Sonic a couple years ago.
Those were the only two characters they confirmed, though I remember hearing about Capcom being interested in adding Donovan (or was it Jon Talbane?) from Darkstalkers before Ultimate was announced, so he might have been one of them. I also remember hearing about Capcom having to choose between Juggernaut and Sentinal, the latter was chosen, but perhaps the former was planned for the Ultimate version? Hold up, I'm looking up more info on this, and I'm learning stuff.

There's actually concept art that was revealed I believe 2 years ago that had some of Sonic's band except Vector and a few other Sonic-like characters that were supposed to be apart of a slightly different story; originally you were supposed to save them instead of the flickies, I'm looking for it right now.
I figured you guys would like an interview with Nikki. They are behind all the data mining in Splatoon and most recently found the possible Splatoon beta elements in Mario Maker. Their videos were removed from YouTube along with the TAS run videos so I figured I'd ask their insight in that too. I'm still researching before I ask questions, so it'll be awhile before the interview happens.
I also booked another interview, but I guess I do need to hide that for now :3.
It's not really surprising to me, personality. They've created stuff like Sonic 4: Episode II, decided to stop the hype that was generated by Sonic Generations and created games like Lost World then got people outside of SEGA to create a terrible game called Sonic Boom.
SEGA doesn't know what they are doing, I was honestly surprised Sonic Generations was as fantastic as it was. Keeping that gameplay would've kept a good foundation for his future.
In other words, they aren't even doing Sonic right anymore, I doubt they have time to mess up the other cast. I mean, we did kinda get that with Sonic 4: Episode 2 and...yeah.

What SEGA needs to do is stop rushing Sonic every time another game is coming. Seriously, STOP.
Let Sonic Team handle the games the way they want it to work out, and make sure each game is properly FINISHED. For the past 2 decades, Hell, ever since Sonic was created, Sonic has literally been going too fast for his own good. Back then, he was a rival to Mario. Those times have changed. Time to worry about your franchise having good, quality games done with TIME worked on them, SEGA.

Stop changing Sonic every single game. It's not working changing him from 3 Heroes, to a Werewolf, to a Knight, and all the gameplay differences in other titles including those since then. Like we really didn't need a rail Sonic with tilt motion controls. Sonic needs a foundation, and Sonic Generations was acclaimed by the fans including the non fans.
The rushing thing you mention is the other bane of Sonic's existence. Rushing a game out only gets your short term sales, but when the quality sinks cause there wasn't enough time to develop the game, your fanbase shrinks and you lose long time profits and mascot recognition.
As I heard elsewhere, "SEGA's worst enemy is SEGA". I mean how do you lose Yuji Naka? SEGA pls. It would be nice to see SEGA of America have some power again, shame SEGA of Japan doesn't care much about em.
Yup, if Sonic Boom 3DS 2 does happen to benefit the delay, that's a decent sign at the very least, even if it's undesirable. What's important if the big company that handled Sonic for years does it right, there other smaller projects like the Boom series means little at the moment. If Sonic Team fails to make something worthwhile, even with time to polish their project, then that's when things will get far, far worse for Sonic's already rocky image.

Forget that part I said earlier about Vector, I was going off of a fuzzy memory.
Well, I guess I'll go ahead and share all of these.
(Spoilered for size)
This whole thing is so dang charming. Also, the original title screen idea with the stars coming into place is beyond awesome. I'd love to see a recreation of that.
The final boss is really similar to Sky Base from S1GG/MS, and the ending is overall a lot more cinematic. Seems like they vibed the idea of how they originally planned the ending so much that they turned around and used the same type of ending for Sonic 2.
So in addition to Vector, Sharps, Max and Mach, Sonic also had a giant bird friend.
We have our prototypical Freedom Fighters, complete with its own Dulcy.
How would the franchise have differed from what we have now if all of these characters were introduced in the original game? Kind of strange to think about it, but I doubt we'd have Amy Rose, Tails, Knuckles, hell, any of the characters we're used to now.
