It's already been confirmed that the Neutral-B turnaround is out. What you just posted is interesting though, because it's a different way to try and get the same thing - he turned while jumping. Something new.

One of Ikki's demo vids shows koopa turning around before firebreath but he jumped right before the firebreath so it might have been a turnaround with the jump as Phanna said.

No, turnaround Nuetral-B is mostly definitely IN. It was out at E4A, but added in later. I have done it dozens of times since the game came out, it works exactly the same as in Melee. Many aspects have changed since E4A - like you can drop off ledges by pressing Down now, which you couldn't at E4A. Please don't think that things confirmed long ago are still confirmed in the final game, because many of the things listed in Gimpy's post are outright wrong in the final version.

Phanna just stated that what Captain Falcon and Fox did were not Neutral B turnarounds.
Well, the evidence points to the contrary. There are videos of Fox and Falcon turnarounds. It's not fully known how these are done, but they're in. Phanna's a smart smasher, but that doesn't mean he's right about everything.
