My idea of Spring Man's moveset.

Neutral attack: Press and hold A to make Spring Man throw short ranged punches repeatedly but while holding A, move the control stick in any direction to make his arms extend further out in the direction you move the control stick in.

Side tilt: Tap A to throw a punch that has some range but hold A to throw a punch that has even longer range. The punch with longer range can be curved upward or downward using the control stick.

Dash attack: Spring Man puts his hands on the ground and pushes himself forward while kicking opponents that are in front of him. This is like that one attack DK has in DK64 when you press B while moving.

Up tilt: Spring Man curves his arm high up into the air, uppercuting opponents that are in front of him and above him.

Down tilt: It's like Little Mac's but with a lot more range.

Neutral air: Same as the side tilt.

Forward air: Spring Man uses the Blorb glove and it bounces on the ground below him.

Up air: Similar to Little Mac's but with a lot more range.

Back air: Same as Little Mac's but with a lot more range.

Down air: Kicking opponents that are underneath him.

Side Smash: Megaton glove. Spring Man throws a long ranged punch while using this glove.

Up Smash: Tribolt glove. Spring Man aims it upward and it fires three bullets upward all at once. One directly upward, one diagonally left and one diagonally right.

Down Smash: Kablammer gloves. Spring Man swings them at the ground on both sides of him.

Neutral special: Ice Dragon glove (or Rush Attack when the Rush Gauge is full). The Ice Dragon glove fires a long laser that has a slight chance of freezing any opponent that gets hit by it. Spring Man has a Rush Gauge next to his percentage that fills up a little every time he throws a punch and the Rush Attack can only be done once the Rush Gauge is completley full. When the gauge is completley full, Spring Man's neutral special becomes Rush Attack for one use only. The Rush Attack works just like the Rush Attack the Spring Man assist trophy does. After doing the Rush Attack, the gauge will go back to being empty and will need to be filled back up if you want to do the Rush Attack again.

Side special: Boomerang glove. Press and hold B to charge up the Boomerang glove and when it's done charging, Spring Man will automatically do a long ranged punch using the Boomerang glove and any opponents that get hit by it will trip. If you let go of B before the move is done charging, he'll still punch using the Boomerang glove but it won't make opponents trip. It making opponents trip is a reference to how it lifts opponents off the ground in ARMS when it's fully charged.

Up special: Gotta Bounce. Spring Man punches the ground and recoils himself into the air. After doing so he points his arm downward while landing. Anyone hit by the arm takes damage. Press B right when you land to punch the ground and bounce back into the air.

Down special: Clapback glove. It reflects projectiles and also automatically launches opponents who run into it. Do the down special again to punch while using the Clapback. Punching projectiles using the Clapback sends them back stronger than they were before and punching opponents using the Clapback launches them further.

Grab: Spring Man reaches far out using both of his arms. This can also grab ledges.

Pummel: Spring Man headbutts the opponent he grabbed.

Forward throw: Spring Man's throw from ARMS.

Back throw: Ribbon Girl's throw from ARMS.

Up throw: Spring Man throws the opponents above him.

Down throw: Master Mummy's throw from ARMS.

Final Smash: Spring Man wears Hedlok's mask giving him four extra arms. He then throws long ranged punches using all six arms all at once and then when he's done punching, the mask fires a ball of energy that explodes once it hits something.
