they can be read...
it's just that...
it's not easy...
because...
the rel files are the scripts that control how the game works...
and that's just being general...

there's still a far way to go from what PSA has accomplished...
the logic is one thing...
now we need to figure out the scripts...

is there a source for that stage program??

I'm thinking if I can understand how the simple stage scripts work...
maybe I'll be able to understand everything else a little better... :/

I wouldn't know (you mean the program which allows you to edit the stage .rel's?).
I do know that stage .rel's are way easier to edit than character .rel's.
Stage .rel's you'll have to edit only one byte to get it working, while this isn't the case with character .rel's.

I just found this out:
Every character module file has this line in it's file:

90 03 00 00 38 80 00 XX
With the XX standing for there own number, like Ike's being 22, Mario's being 00 and Lucario's being 21, which means it is in line with the order similar to how it's ranged in the Common5.pac.
Editing the number however leads to freezing (from just before entering the match to selecting the character in the roster).
