as a kill move, what's the difference between marth's up b facing the opponent and the up b going away from the opponent?

^This. Reverse is certainantly not stronger.I always thought reversing just ensured the first hitbox was the only one that hit. Also, reversing extends the hitbox out more.

By safer, what do you mean?The hitbox extends, same amount of damage, and it's safer (By a tiiiiny bit)
If you get hit by the strong initial hitbox, it's impossible to get hit by the attack again. They only take a weak hit if the strong one didn't connect at all, and I think it's better than not hitting them at all by reversing the attack as that way they'd have much more time to punish you.3) Helps ensure that you hit with ONLY the first hitbox
