The star is located by the blue space on the top part of the board, it has green lines in behind it. If you don't know where to go, then just basically go up from the Bowser pad, since that's where it is. Another explanation would be at the end of the path Link and ToonLucario are going to land on... Hopefully that helped, lol. x.x

@Link: You land on Happening. A Thwomp in a card comes over to you and start chasing you; you react by running away. The Thwomp then leaves and you're back to where you started (on the beginning part of the path you're on)

You land on Blue, the Baby Bowser space doesn't count as a passing space, just a +0 space. Meaning when you pass it, it doesn't count towards your dice roll. If you know what I mean. You stole 21 coins from Sly Fox.
