When playing against a LVL9 CPU Lucas, I noticed that he sometimes short hops left or right while executing a D-Air. The product is a moderate speed long range sweeping attack extremely close to the ground. It's easy to see coming, so I've never been hit by it: what exactly is it for? Or is it just some erratic CPU behavior?

Bad idea since their lags are horrible. Idk what Lvl 9s are thinking, nair is much better for this.

Actually short hopped dairs work on a few characters like Fox at low percentages because they get hit by all hits and their hitstun lasts long enough that you can escape your lag. He won't get sucked into all 4 hits of a full hopped dair either at low percentages. It doesn't come up much and either way you're generally safer with a full hop but I thought I'd mention it.

Maybe I wasn't clear enough in my first post. What I meant was that the Short-Hopped D-Air was directionally influenced so that Lucas would move approximately 1/3 the width of Final Destination. If, during the shift in location, you hit someone you would probably trip them up and continue moving. Although this would result in a delay afterwards, I don't think your opponent would be close enough to attack you by the end of the attack. Is there really no application for this "technique"?

Again it only works on some characters at some percentages because of the really bad lag on the end. Even in the best case scenario there's no way you're going to be able to follow up with anything else so there are better options.

Again that really depends. Fast falling Nairs (which I assume is what you're talking about because SH Nairs have zero lag) will work against some characters at some percentages but not on others. SHFF a Nair against a fast character like Fox or Sheik is always a dumb idea because they will always be able to punish you even for that small amount of lag. The same goes for Fair which also has very little lag. But characters like Ganondorf and Bowser you can pretty much always get away with it. Especially if you can get behind them to remove even their opportunity to grab you.

Well, it's still a pretty good combo tool, much better than the dair.

****IT WHY DIDNT IT AUTOCANCEL!?

Tyr, I was experimenting with Lucas' nair. You can actually hit with the weaker hits then fast fall quick enough to cancel that last hit with NO lag. The timing is tricky, but it's possible and may prove useful on those quicker characters you mentioned.
