Alright, fino told me that DanGR said flower pikmin have a higher percentage of doing an extra hit from latch. So i decided to test it.
I latched a white pikmin (flower) onto a DK (to his head) at 0%, exactly 100 times. Each of these times the pikmin did exactly nine hits. No more, no less. I then latched a yellow (flower again) to his back about 50 times and got the same results. So i latched a bunch of random pikmin (leaf) to him to see if i'd be able to get 8. i didnt.
so.... am i doing it wrong? Was it only a rumor? Or are there more specific situations? Different character? Different area? i tried two...
however, this rule DOES apply to CPUs. When I left a DK on 'stop' in training, instead of control, I would often get eight hits instead of nine, from a flower pikmin. Like... even more often than the 9's. So i think it's not dependant on the leaf status of the pikmin but whether or not the latched opponent is a cpu or not. which makes... no sense >.<
If I'm right though, and humans arent affected by whether or not it's a flower, and there's no percentages involved, the pattern should be:

0-2 -----------------------------Nine Hits
3 - 32 --------------------------Eight Hits
33 - 62 -------------------------Seven Hits
63 - 92 -------------------------Six Hits
93 - 122 ------------------------Five Hits
123 - 152 -----------------------Four Hits

183 - 999 -----------------------Two Hits
