They probably wanted an even number of characters, Terd is a bit more prominent to the Mario series than Kamek, and I'm guessing DK replaced him for maybe advertisement or maybe he was just more popular at the time.

DK suits a lot more than terd does and it would have been because DK was more popular at the time. How can you go against a big brown primeape. and then you have a mushroom who's nicknames are magic mushroom and terd. lol.

I think either Kamek will poof out of no where like on Galaxies, or just make clones of himself then form as one. Maybe he comes by particles out of the blue like Yoshi's Island.
