First question, is it possible to last that rest by just running forward and using rest, or do you have to shorthop to rest?

Answer to first question: I'm pretty sure you have to short-hop rest to hit that.

Answer to second question: I don't play brawl..

Since the rest hitbox is literally right in the center of puff, I'd assume it's not possible to get a few characters inside it without a short hop in that specific situation.

pretty sure the second video is some kind of brawl plus or project melee. either way, i'm pretty sure he landed anyways so that will answer your question
