Is Anyone Else Having Trouble With Yoshi Down-Special Not Working Properly?

It seems nowadays when I use Down-Special grounded, whether I hold down or don't, it won't go through the platform. Weirder still, if I'm high enough up it seems to go consistently through the platform but I might need to do more testing on that one.
The first couple of months it was working as explained in the Yoshi tips but I'm not sure why its not anymore. I checked both of my gamecube controllers and I still seemed to have the same problem.
I'm just curious if anyone else is having this issue currently in order to help figure this out.

For grounded downb on platform heights like SV T&C ps2 BF etc. you'll always go through the platform. The way downb is programmed is that you need to be in the air for downb to last 10 or so frames when descending before you can choose to go through a platform or not.

Otherwise you'll always go through, even full hopping on the platforms mentioned you'll still go through but DJ and do it a half second or so after pressing the button for your DJ you can hold nothing to land on it or down to go through.
