The Luigi character, without a doubt my favorite in Melee, a character more than any other whose design is steeped in chaos and inconsistency and plain old nonsense. It's clear that whoever designed him just had a field day. I find that playing him to any effect requires a certain... intuition... that you just don't get with the robotic, calculated likes of Fox, Samus, etc.
It is for this reason that as a seasoned Luigi player I feel I have a certain qualification to speculate with some confidence that his form in Brawl will have no semblance to the ridiculous fighter we know and love.
Now I'm not sure whether to be excited about the prospect as I see one of two things materializing. The first is a dumbed down "conservative" Luigi with a vacuum cleaner move and his typical low voice. The second is a fighter who's crazier than ever, whose moveset once again bends and twists all the rules into a perfectly imperfect pretzel.
Initially, one might lean toward the latter, as Sakurai has proven to be in no short supply of insanity. But one should keep in mind that the Luigi identity, one of a somewhat meek and timid hero was not yet fully realized when he was created in Melee back in 2001 (or even earlier), before Luigi's Mansion was released. With this in mind it makes one wonder whether Sakurai will incorporate this clashing element into what was originally a zany little man that lacked the slightest hint of inhibition. Perhaps he will wish to appease Miyamoto and adhere to Luigi's established persona.
I for one like that persona, but at the same time I simply adore the idea of the Smash Bros. universe Luigi being completely opposite and nonsensical in every way, right down to the uncharacteristically high-pitched voice.
Anyway, my stance on this issue is this. I look forward to a completely different Luigi, as long as the changes are completely inexplicable and lacking of any logic.
