How to get started in the code-making scene?

Precisely what the title says. I love what Brawl+ as a whole does for Brawl, I love all these extra codes that give you neat options like texture swaps or freely moving the camera, and I admire the work that the community has put into making all these codes happen. I'd like to join in and make myself useful...

Except I can't seem to find any stickies or guides explaining how all this works. What hardware and software is required? What does the code-making process entail? I don't expect anyone to hold my hand unnecessarily. I know I'll probably have to do some heavy reading. But right now I have no guidance whatsoever. Help!
