This. Also, the stage plays a role, as different stages of different sizes have higher, lower, wider, or shortened blast lines.

If this is supposed to be rhetorical, my bad, but just for clarification, what are you referring to when you ask this question? (Stage? Character? etc.)

The original objective of this question was to see if anyone would answer "You can't get spiked into the ground and then sent back up!" So I guess you can then... hmm.

..but okay, say you're Jigglypuff, on Final D, with no ability to DI or tech whatsoever, and you're floating, and Ganondorf gets above you somehow, could Ganondorf dair spike you so that you hit the plain of the stage and bounce up on impact so far that you get Star KO'd?

No, you'll just go into the ground and will be allowed to pratfall or tech, depending on your actions. You will not ever bounce off of the ground unless you were grounded to begin with.

No you can't.

Once you reach the ground, you cannot be sent back up unless acted on by an outside force (IE: Bomb, Spring, etc.)

Looking at your post again, you're meaning spiking against the stage to get the opponent airborne.
