How do you catch Arsueus?

You dont.
You need some item (that's non transferrable) to get to the secret place Arceus lives. The only way to get this item would be to attend a Nintendo event, which hasn't happened yet, or hack it through Action Replay.

Wait for the Japanese event to do so then get the Azure Flute from a man in green at a pokemart and then return the exact spot you caught Palkia or Dialga and use the flute, he is at lvl.80 and those plate items change his type accordingly.
Of course you have to attend the event before you can get the item.
Or you could wait for the event to happen and GTS it with luck.
