Help with reading this frame data

Hit 6-9

Obviously this means the opponent is being hit on this frame but are they being hit all 3 frames? is 6 the earliest it can hit but 9 is when it would hit if they are farther away?

I just dont understand this at all.

It means that there is an active hitbox during frames 6 through 9 of the animation. If the hitbox comes in contact with an enemy during that time, then the enemy is "hit" and won't be hit by any of the other frames of the attack. Then you get into stuff like hit lag, Smash DI opportunities, etc.

Hit lag starts on the frame in which you contact the enemy. Both you and your opponent are frozen in your current frame of animation for a pre-determined length roughly corresponding to the strength of the move. It is during this time that you can Smash DI.

This means the forward-tilt hitbox is out during frames 6 thru 9. If any time during that period it come into contact with an enemy, it will initiate hitlag and deal damage. For Ice Climbers' forward-tilt (any angle), there is 5 frames of hitlag, and 10 frames of total shield stun. During the 5 frames of hitlag (or the first 5 frames of hitting a shield), both Popo and the victim are immobile and their frame counts are not increasing. Your enemy can smash DI in this time frame. So if you hit someone with the forward tilt, the move will have taken a total of 31+5 frames (or 28+5 if you interrupt it as soon as possible - see next point).
This means you can interrupt the move as soon as frame 28.

Ok so that would mean you get a +1 frame advantage on this attack since nana does it 6 frames later??

Are you SURE there's only 3 frames of an active hitbox? It seems to drag a little more than just three frames.
