Who is she?
Chances are, if you've been alive within the last 60 years, you've probably at the very least heard of her. She is the face of the Sanrio universe. Hello Kitty, also known by her full name Kitty White, is a third grader living in England. She is known for appearing in absolutely everything, from video games, to anime and manga, to clothing, makeup, bedding, etc. She initially debuted on a collectible coin, with a worldwide release coming two years later.
What is she capable of?
Her moveset would be derived from the many different games she's appeared in over the years. She could, for example, throw pillows as a projectile - a soft hitting projectile with a fairly large hitbox that is tough to avoid, but does not have very much power behind it. One of her moves could consist of her driving her car around. She could even summon other Sanrio characters for her attacks, such as Gudetama, My Melody, Cinnamon Roll, etc. She can also have an apple as a seperate projectile, as a sizable chunk of her merchandise consists of her eating an apple.
Alt Costume Ideas
Her alt costumes would consist of the various costumes she's had over the years, many referencing different franchises already in Smash, such as Sonic, Street Fighter, Animal Crossing, Mario, etc.

How is she at all relevant to Nintendo, or gaming in general?
Hello Kitty is known for her absolutely massive amount of crossovers. Sometimes they will be anime franchises, such as Sailor Moon or Yokai Watch, however she has also had crossovers with nearly every big name franchise currently in Smash. Some of them include the following: Street Fighter, Pac-man, Sonic the Hedgehog, Mario, Animal Crossing, Splatoon and Monster Hunter as well as numerous other franchises not currently in Smash, such as Tamagotchi. Examples are posted below
She has also had a long line of video games, even some on the original Famicom. With all the major gaming franchises she has appeared in, it only makes sense that Smash would be her next crossover.
