Bowser is most of the times the main bad guy in Mario games. Ganon is almost always the main bad guy in zelda games. So who is the main bad guy in the original pokemon games? Giovanni! Mewtwo wasn't really bad in red/blue/yellow only in the movie. I am expecting for there to be other pokemon trainers and i hope for Giovanni to be one of them.

Well Lt. surge is part of Team Rocket in the manga.

Some people have thought of him as being the "boss" in the Subspace Emissary for Pokemon Trainer. I like the idea, but on the other hand it would probably require making three new Pokemon with their own movesets (that I'd want to play.. XD), and I really think one Pokemon Trainer is enough.

I wouldn't mind him appearing, after all I've always liked Giovanni as a villain in Pokemon, but I guess it would be cool if they added him with Pokemon just like they added Pokemon Trainer
