Where do u go to do it? I was looking on both Mupen and Project but I didn't know how to play frame by frame. And when I mean by that I don't mean playback. Can u actually play in 1 frame per second.

Omg, thats not what I mean, Rerecording? I want to play frame by frame to get perfect control. I don't want to play normally then watch it in frame by frame. I seriously don't get what u mean. And btw your link was a 404 not found.

get the mupen rerecording at tasvideos, and while playing, press the \ button, that puts it in frame advance mode.

options -> settings -> general tab -> tick use speed modifier and move the cursor to the lowest value

yeah, while you are in frame advance mode, record a playback. after your done, put the speed tab back to the middle and then click start playback, choose your playback, and then click start capture. thats if you wanna make a TAS video.
